Testing against the destination
A maximum residue limit is a legal threshold set by each jurisdiction, not a property of the tea. The same lot can be legal in one destination and refused in another. So testing is specified by destination: when testing is included in the quotation, the substance panel, the accredited laboratory and the report timing are written into the contract. The timing to ask for is acceptance before the container is loaded, because a report that travels with the container cannot prevent a rejection, only document it.

What does the certificate of analysis cover?
Moisture, ash, and broken and fannings content for the lot — the physical specification. It is a different document from the residue report, which measures a different set of parameters, and buyers into strict markets require both.

Does a Chinese test report clear a shipment into Morocco?
Not on its own. Limits differ by jurisdiction, so a lot compliant with Chinese national limits may still exceed Morocco's. Testing against the Moroccan limit is written into the contract when included in the quotation.
Does organic certification replace residue testing?
No. Organic evidences certified production and chain of custody, with a per-shipment import certificate — the NOP Import Certificate for the United States, the electronic certificate of inspection for the EU. Residue testing measures what is in the lot. Strict markets usually want both.
